The CARET Program

The following is an excerpt from the Isaac text regarding the CARET facility.

The CARET Program

My time at the DoD was mostly uneventful but I was there for quite a while. I apparently proved myself to be reasonably intelligent and loyal. By 1984 these qualities along with my technical background made me a likely candidate for a new program they were recruiting for called "CARET".

XPARC served as one of the models for the CARET program's first incarnation, a facility called the Palo Alto CARET Laboratory (PACL, lovingly pronounced "packle" during my time there). This was where I worked, along with numerous other civilians, under the auspices of military brass who were eager to find out how the tech sector made so much progress so quickly. My time at the DoD was a major factor behind why I was chosen, and in fact about 30+ others who were hired around the same time had also been at the Department about as long, but this was not the case for everyone. A couple of my co-workers were plucked right from places like IBM and, at least two of them came from XPARC itself. My DoD experience did make me more eligable for positions of management, however, which is how I have so much of this material in my possession to begin with.

So in other words, civilians like myself who had at--at most--some decent experience working for the DoD but no actual military training or involvement, were suddenly finding ourselves in the same room as highly classified extra-terrestrial technology. Of course they spent about 2 months briefing us all before we saw or did anything, and did their best to convince us that if we ever leaked a single detail about what we were being told, they'd do everything short of digging up our ancestors and putting a few slugs in them too just for good measure. It seemed like there was an armed guard in every corner of every room. I'd worked under some pretty hefty NDAs in my time but this was so far out of my depth I didn't think I was going to last 2 weeks in an environment like that. But amazingly things got off to a good start. They wanted us, plain and simple, and our industry had shown itself to be so good at what it did that they were just about ready to give us carte blanche.

For numerous reasons, the CARET people decided to aim its efforts at commercial applications rather than military ones. They basically wanted us to turn these artifacts into something they could patent and sell. One of CARET's most appealing promises was the revenue generated by these product-ready technologies, which could be funneled right back into black projects.

Working with a commercial application in mind was also yet another way to keep us in a familiar mind state. Developing technology for the military is very different than doing so for the commercial sector, and not having to worry about the difference was another way that CARET was very much like private industry.

CARET shined in the way it let us work the way we were used to working. They wanted to recreate as much of the environment we were used to as they could without compromising issues like security. That meant we got free reign to set up our own workflow, internal management structure, style manuals, documentation, and the like. They wanted this to look and feel like private industry, not the military. They knew that was how to get the best work out of us, and they were right.

But things didn't go as smoothly when it came to matters like access to classified information. They were exposing what is probably their single biggest secret to a group of people who had never even been through basic training and it was obvious that the gravity of this decision was never far from their minds.

CARET stood for "Commercial Applications Research for Extra-terrestrial Technology", but we often joked that it should have stood for "Civilians Are Rarely Ever Trusted."

As has been mentioned several times previously, there really were only FIVE original and consecutive original Drone reports (that included witnesses who claimed that they personally photographed the Drone). The dates of these reports ranged from the first account/image at the end of April 2007 (Chad cellular/mobile phone image) which was reported at the beginning of May 2007, and the last being 'TY' who claimed he photographed the Drone at Big Basin on the 5th June 2007 but didn't report it until the16th June.

The (written) Drone accounts from the witnesses were much like the images of the Drones themselves in that they evolved with every subsequent report, the written word of the witnesses seemingly answering the more telling and accusatory questions which were levelled at the preceding account. Questions and criticisms which were readily and freely accessible to all who were interested as they were publicly posted across the internet in real-time, as and when the Drone reports and images were disseminated on many UFO forums, Blogs, websites etc. etc. This was mentioned by several members at the time of this dissemination with comments along the lines that by publicly sharing specifics of their respective analysis, that ultimately they were peer reviewing the hoaxers techniques and offering indications and suggestions of how they went wrong or what could have done (in their personal & respective opinions) to have made the Drone reports more believable.

The Evolving Drone Hoax

Quality, NOT Quantity

It appeared as if this was a learning curve that the (altogether human creator/s) of the Drones relished, rising to the challenge and criticisms with yet more complex and elaborate Drone designs whilst simultaneously trying to quell the noisy protestors cries over the lack of verifiable witnesses by providing an increasing number of witnesses for every report, unfortunately these were all as equally unverifiable and anonymous as the previous witnesses were.

(Note: Although I say the Drones themselves evolved I mean prior to the first release and by intentional design. By this I mean I personally believe that the Drones and the Isaac documentation were prepared as a package and one which was completed before the release of the first image. I do however believe that while the witness stories and names/pseudonyms were also very likely prepared prior to the release I DO believe that these original accounts were tweaked, with the specifics being slightly modified and adjusted to answer accusations levelled at its predecessor).

Then after the original five Drone reports, along came Isaac the alleged whistleblower with his documents which he'd stole by smuggling them out of a secure facility over a period of at least three months** The first image was taken at the end of April (2007) on Chad's cell-phone and Isaac appeared approximately seven weeks later on the 26 th June and attempted to tie up any loose ends.

**Isaac said he started smuggling the documents: "about 3 months before I resigned (which was about 8 months before I was really out)"

I'll admit that the same as many others the very first time I started to read Isaac's musings it was with a wide-eyed wonder, but inevitably by the time I'd finished reading Isaac's "Explanation Of the Strange Craft" package (which was accompanied by the highly sensitive and allegedly stolen documentation & images) then it's fair to say the initial "Wow" factor had well and truly worn off.

Alas never to return....

Familiarity Breeds Contempt

After a couple more times of reading and after the information relayed was allowed time to settle then it read at best like half-decent sci-fi. However after many, many more times of reading then I realised that Isaac's entire account was as ludicrous as it was fantastical. In my humble opinion it really was no more than the literary equivalent of grandstanding and when broken down then the words of Isaac are little more than empty rhetoric with the entire account being laced with grandiose statements, pseudo-intellectual/scientific techno-babble, massively irrelevant, bizarre and often nonsensical metaphors, yet more grandiose statements etc. etc.

None of Isaac's account stands up to critical thinking let alone lends itself to analytical procedures of ANY description, whether that is the pseudoscientific techno-babble, his employment history, the name of the establishment, the layout of the documents (clarity, missing classification stamps etc.) or the multitude of other inconsistencies most of which are enough to kill Isaac's credibility alone.

But when they are all combined then it becomes impossible to believe a word that Isaac wrote.

In fact to be honest then the vast majority of the prose was little more than Isaac establishing his authority before unleashing the might of the intricate and aesthetically pleasing line drawings that his ' Linguistic analysis primer ' (LAP) is comprised of as there's no denying that the LAP that accompanied Isaac's ramblings was certainly inspired as there's no denying it is still a thing of beauty.

Because as outlandish the context and as ridiculous the premise, there's something strangely compelling about it. In fact it's probably one of the better creations within the Drone debacle and is oft overlooked by people who happen across the Drones and subsequently Isaac's documentation. Especially if it's just a cursory glance afforded the documents as until you actually open the LAP in imaging software and zoom in then it's impossible to appreciate the intricacy and workmanship that has obviously went into its (overly) structured design.

Firstly, there's the actual name of it which it is fair to say certainly 'defines' the role of the facility, i.e.

"Commercial Applications Research For Extraterrestrial Technology" (CARET)

Here's a list of some of the earlier government sanctioned bodies dealing with the UFO phenomenon:

Note that these official bodies were convened to simply study the phenomenon and still none of their names betray their purpose, now look at Isaac's department, "Commercial Applications Research For Extraterrestrial Technology".

The clue is in the name!!

Honestly, can you imagine a top secret research programme such as Isaac details, a research project so monumental that if the even existence of it was ever leaked (never mind the findings or their work) then the ramifications would be so great, the implications so far reaching and the humbling, profound and globally collective realisation that there really is ' someone out there ' tending the lights in the sky would be so gargantuan that it would effect every intelligent being on the planet, effectively revealing the worst best kept secret ever, would you call this research project the:

"Commercial Applications Research For Extraterrestrial Technology"?

And to further invite incredulity the first part of the quarterly report specifically states what CARET means and what their motivations and goals are.

In a quarterly report?

If you didn't know what CARET stood for then surely, SURELY you shouldn't be reading it?

I can't believe even new members of staff were introduced to the existence of the CARET programme via a quarterly report when having NO prior knowledge of it?

And it's not something you would forget from one quarter to the next, is it?

The greatest secret mankind would ever know laid out in black & white,
for the whole world to see should it ever fall into the wrong hands!!

(Or the right hands in the wrong frame of mind, a la Isaac & his documents!!)

It's worth pointing out at this juncture that Isaac stressed and reiterated the
level of security he was constantly subjected to and also have a look at what he wrote:

•  What wasn't visible from the street was that behind the very first set of doors was enough armed guards to invade Poland , and 5 additional underground stories.

•  Of course, you were never far from the barrel of a machine gun, even inside the labs themselves (something many of us never got used to), and bi-weekly tours were made by military brass to ensure that not a single detail was out of line.

•  Most of us underwent extensive searches on our way into and out of the building.

•  The truth is, our management didn't even want us discussing non-technical aspects of this subject (such as ethical or philosophical issues), even among ourselves, as they felt it was enough of a breach of security to let civilians like us anywhere near this kind of thing in the first place.

•  So, about 3 months before I resigned (which was about 8 months before I was really out, since you don't just walk out of a job like that with a 2 week notice).

•  You absolutely cannot be too careful if you're going to pull a stunt like this.

I mentioned as soon as I seen the documents that the chances of such documents existing in the format that do, containing the information that they claim and then carrying NO classification stamp of any kind is just ridiculous.

When Isaac replied to LMH in one of the two emails that he sent he stated:

I realize now that I did not make this clear, but I should clarify that I am not responsible for the blacking out of the Q4-86 report. Most of the copies I was able to make came from documents that were already archived, which meant that they had already been censored for use by outside parties that needed access to some, but not all, of CARET's information.

Which in my opinion that brought the entire classification stamp, or more importantly the lacking of any such stamp firmly back to the forefront, as apart from the bizarre implications that people were cleared to know everything that Isaac told us, but NOT what works it? I.e. Isaac and his team of engineers, programmers, physicists, mathematicians couldn't figure ANY of it out and they were afraid to share what is basically an aesthetic overview totalling very few lines of text (deduced by the blacked out sections).

Apart from that this was: "archived...censored for use by outside parties" and yet that still DOESN'T require a classification stamp of any description, with a name and modus operandi as CARET purportedly assumes boldly displayed at the front of the report?

Then there's the techno-babble, for example when Isaac first gets into his spiel he writes that they are made up of *holographic computational substrate* which in turn is made up of many, many *computational elements* and when grouped produce a *nonlinear computational output* which can contribute to the *computation* at any time, well, that's just two too many computes to compute and reads more like someone trying too hard to sound intelligent rather than being an example of someone trying to dumb-down an intelligent explanation....

Especially when combined with his computing references later on when 'bigging' himself up as being a 'natural' at this alien stuff, which were disguised and presented as an impromptu resume (just in case he wasn't as easy to trace as the information previously divulged led us to believe).

The other aspects mentioned and phrases used such as the, "Rigid Spatial Relationship" while they may be impressive on the surface they are hardly unique and have existed to define what Isaac explains (basically a fixed relative distance between objects) for many, many years.

Then there's the bizarre metaphors like being told of the existence of aliens being likened to hearing your parents are divorcing!! The dialogue is littered with bizarre nuances and strange metaphors, this even overlaps into the alleged documents with the use of the 'broom handle' metaphor which at least hints at the writer of the report being the same person who penned the letter accompanying it.

The full story just doesn't gel with any cohesiveness at all, for instance most who read the documentation automatically assume that the "Antigravity generator" is part of the Drones and is their method of propulsion as the Isaac documentation clearly states:

4.2.1 KEY ARTIFACTS

"Antigravity generator, a device that appears to provide a 'source' of antigravity that can then be projected onto or harnessed by other components within the craft. The second two artifacts are curved I-beam segments, that when placed anywhere within a certain radius of the generator during a specific mode of its operation, immediately fly into what is presumed to be their relative positions within the original construction of the craft."

In fact if you take Isaac at his word then he himself tells you (granted in a diluted and round about sort of way) that the antigravity generator is an entirely different phenomenon from the Inventory Review page as in the document it states, "Research on the internal functionality of A1 began late in Q4-86, and as such, little is currently known."

From what Isaac has told us this means, literally the fourth quarter of 1986 (October to December.) So I feel we can safely assume that "Q3-85 Inventory Review" means July to September in 1985. More than a year before Isaac and his team were even presented with the antigravity generator,

If the curved pieces were indeed part of the rings, then why use the altogether, "Human" way of connecting them with brackets.

According to the exact terminology of the Research Report the rings would, "Immediately fly into what is presumed to be their relative positions within the original construction of the craft."

In reality the only link between the antigravity generator and the Inventory Review page and subsequently the Big Basin Drone, is the LAP (symbols). Apart from this then the only other link exists in the eye of the beholder yet many accept that if Isaac speaks the truth that this antigravity generator is the method of propulsion employed by the Drones.

Whereas in fact, I feel sure that if there was any other reference to the Drone technology in the Inventory Review then this too would have been included by Isaac. Isaac also says there are no moving parts, a computational holographic substrate surely wouldn't need any, "unit for exchange" such as is visible by the fact that all of the Drone protrusions and attached apparatus are exactly that, i.e. attached, and I hasten to add in an altogether human fashion, have a look at the following images and you can clearly see what would appear to be a wire securing the paddle of the Big Basin Drone:

However when this valid point is raised it is countered by stating that if it's CGI then why include such detail!! Which in my opinion is certainly a moot point as irrespective of how or who placed them there, a supporting wire/strut is hardly suggestive of advanced extraterrestrial technology as claimed.

Protecting Classified Information

There are restrictions on how classified documents can be shipped. Top secret material must go by special courier. Secret material can be sent within the U.S. via registered mail, and confidential material by certified mail. Electronic transmission of U.S. classified information requires the use of National Security Agency "Type 1" approved encryption systems.

The destruction of certain types of classified documents requires burning, shredding, pulping or pulverizing using approved procedures and must be witnessed and logged.

Whenever a classified or protected document is being transmitted, or is in use,
it will have a red back sheet and a colored cover sheet:

Facilities and Handling

One of the reasons for classifying state secrets into sensitivity levels is to allow the level of protection to be tailored to risk. The U.S. government specifies in some detail the procedures for protecting classified information. The rooms or buildings where classified material is stored or handled must have a facility clearance at the same level as the most sensitive material to be handled. Good quality commercial physical security standards generally suffice for lower levels of classification; at the highest levels, people sometimes have to work in rooms designed like bank vaults. The U.S. Congress has such facilities inside the Capitol Building , among other Congressional handling procedures for protecting confidentiality. The U.S. General Services Administration sets standards for locks and containers used for storage of classified material. The most ubiquitous approved security containers look like heavy duty file cabinets with a combination lock in the middle of one drawer. Advances in methods for defeating mechanical combination locks have led the U.S. government to switch to electro-mechanical locks that limit the rate at which combinations can be tried out. After so many failed attempts these locks will permanently lock, requiring a locksmith to reset them.

It is often a requirement that each paragraph, title and caption in a document be marked with the highest level of information it contains, usually by placing appropriate initials in parentheses at the beginning (or sometimes end) of the paragraph.

It is common to require that a brightly-colored cover sheet be affixed to the cover of each classified document, to prevent observation of a possibly classified title by someone unauthorized (shoulder surfing) and to remind users to lock up the document when it is unattended.

The most sensitive material requires two person integrity, where two cleared individuals are responsible for the material at all times. Approved containers for such material have two separate combination locks, both of which must be opened to access the contents.

Lifetime Commitment

When a cleared individual leaves the job or employer for which they were granted access to classified information, they are formally "debriefed" from the program. Debriefing is an administrative process that accomplishes two main goals: it creates a formal record that the individual no longer has access to the classified information for that program; and it reminds the individual of their "lifetime commitment" to protect that information. Typically the individual is asked to sign another non-disclosure agreement (NDA), similar to that which they signed when initially briefed, and this document serves as the formal record. Note that the debriefed individual does not lose their security clearance; they have only surrendered the "need to know" for information related to that particular job.

Bearing the above in mind then consider the accuracy of Isaac when he wrote:

Even before I actually decided to do it, I was sure that I would be able to sneak certain materials out with me. I wanted to do this because I knew the day would come when I would want to write something like this, and I knew I'd regret it until the day I died if I didn't at least leave the possibility open to do so. So I started photocopying documents and reports by the dozen. I'd then put the papers under my shirt around my lower back, tucked enough into my belt to ensure they wouldn't fall out. I could do this in any one of a few short, windowless hallways on some of the lower floors, which were among the few places that didn't have an armged guard watching my every move. I'd walk in one end with a stack of papers large enough that when I came out the other end with some of them in my shirt, there wouldn't be a visible difference in what I was holding. You absolutely cannot be too careful if you're going to pull a stunt like this. As long as I walked carefully they wouldn't make a crinkling noise. In fact, the more papers I took, the less noise they made, since they weren't as flimsy that way. I'd often take upwards of 10-20 pages at once. By the time I was done, I'd made out with hundreds of photocopies, as well as a few originals and a large collection of original photographs.

So basically, Isaac says that the security/civilian issue was constantly referred to, and yet they still allowed him a free reign to steal ORIGINAL highly sensitive and TOP SECRET images of an as yet, undisclosed extraterrestrial technology? Not just an extraterrestrial craft but the actual technology from one?

Nobody monitoring him, no CCTV, no policing of any kind, whether he was management or not I have trouble with the reality of it.

Another security issue that greatly bothers me is the fact that these are the exact same photos that we see in the finished report, Isaac even states this himself. Now I may just be a little naïve, but surely if these have been supplied they would have to be signed for or some form of tracking would be in place (to prevent removal.) I would also imagine that all of the computers in such a laboratory would inevitably have ghost/key stroke logger software running on them, or even real time monitoring software.

Surely something/someone monitoring would have realised photocopies were being made and that the photographs were being stolen?

In summary and in my opinion the entire Isaac email/s & documents are borderline ridiculous and aren't convincing in the slightest,
indeed it still boggles the mind how they are accepted as anything other than a poor hoax.....
The following doesn't even qualify as science-fiction,
never mind 'bad' science-fiction.

One antigravity generator to transport/locate another?!

A scientific assessment?

The above text lacks the fundamental and basic specifics of even
accurately stating the respective weights of the objects.

Instead just approximating?!

 

These are just a couple of many, many flaws, errors, discrepancies and blatantly false pseudoscientific claims that litter Isaac's prose and become immediately obvious as such when reading the Isaac email and documents.
